SMITH, J.
Appellant Bert Lee Jeffery, Jr. (Jeffery), is a permanent certificated employee of the Pittsburg Unified School District (District). In dismissal proceedings instituted against him by the District before the Commission on Professional Competence (Commission) pursuant to Education Code section 44932, 1 the Commission determined that no grounds for his dismissal existed and ordered that he should not be dismissed.
