MEMORANDUM AND ORDER
YRATIL, District Judge.
This matter comes before the Court on plaintiffs request for injunctive relief under 42 U.S.C. § 1988 and 15 U.S.C. § 26. 1 See Plaintiffs Suggested Findings Of Fact And Brief In Support Of Injunctive Relief (Doc. # 127) filed December 29, 1996.
