This case arises from an Equal Employment Opportunity Commission (“EEOC”) enforcement action under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq. (“Title VII”), alleging that Defendant-Appellee Sterling Jewelers Inc. (“Sterling”) engaged in a nationwide practice of sex-based pay and promotion discrimination. After discovery, the magistrate judge (Jeremiah J.
