The plaintiff was formerly an inmate at the Cowley County Jail. He is a double amputee and is without both legs from a point below his knees. He alleges that during his incarceration the defendants deprived him of a wheelchair or other accommodation and forced him to crawl and pull himself about the jail on the floor. He asserts claims under the Eighth Amendment, the Americans with Disabilities Act, and the Rehabilitation Act of 1973.
