The City of Chicago and its Police Department, prime sponsor and subgrantee respectively under the now-repealed Comprehensive Employment and Training Act of 1973 (“CETA”), 29 U.S.C. §§ 801-992,1 petition for review of the decision made by the Secretary of Labor after this Court’s order, 681 F.2d 819, vacating the Secretary’s earlier final decision and remanding the cause for further proceedings.
