This is an appeal from a final decree granting a permanent injunction against appellant Missouri Pacific Railroad Company, defendant below, restraining it from constructing a railroad track across certain property and railroad tracks of appellee within the city of Little Roek, Ark., and from prosecuting a petition presented by appellant to the Arkansas Railroad Commission (which petition asked that body to determine that the petitioner have a grade crossing over the tracks of the appellee in accordance with such terms of installation, operation, and maintenance as might…
