KENNARD, J.

The Medical Board of California (MBC), a state administrative agency, has authority to discipline a physician for unprofessional conduct by restricting, suspending, or revoking the physician’s license to practice medicine. (Bus. & Prof. Code, § 2227.) A physician whom the MBC has disciplined in this way may obtain judicial review of the MBC’s order by commencing an administrative mandate proceeding. (Code Civ.
