In this action, brought pursuant to 42 U.S.C. § 1983 and 28 U.S.C. § 1343(3), plaintiff asserts two groups of claims: (a) nine federal causes of action solely against individually named governmental defendants challenging the constitutionality of the “Loft Law” and; (b) thirty-six state claims for fraud and breach of contract against individually named tenant-defendants.
