McLAUGHLIN, Circuit Judge.

Brion Travis, on behalf of the New York State Parole Board appeals from the district court’s grant of Craig Dunham’s petition for writ of habeas corpus. We conclude that the district court erred in granting the writ of habeas corpus. Dun-ham’s trial counsel was not constitutionally ineffective.

BACKGROUND
