The pro se plaintiff, Robert Fromer, appeals from the judgment of the trial court dismissing his appeal from the decision of the defendant freedom of information commission (commission), which denied his request for electronic copies of the Microsoft PowerPoint presentations of various instructors in the master gardener program at the defendant University of Connecticut (university).
