HOWARD, Presiding Judge.

Foremost Insurance Company appeals from the trial court’s dismissal of all four counts of its petition. In its first point on appeal, Appellant argues the trial court erred in dismissing its counts requesting writ of mandamus and declaratory judgment. Appellant contends that because its claims presented a constitutional challenge, it was not required to exhaust its administrative remedies.
