In this case, the appellants challenge the scope of the Inspector General’s subpoena powers under the Inspector General Act of 1978 (“IGA”), 5 U.S.C. app. §§ 1-12 (1994). The Inspector General of the United States Department of Agriculture subpoenaed, inter alia, records, documents, and reports relating to appellants’ participation in a federal disaster program.
