Memorandum Opinion and Order

HOGAN, District Judge.

This matter is before the Court on' Plaintiffs’ Amended Motion for Prelimi nary Injunction and Defendant’s Motion to Dismiss or Alternatively for Summary Judgment. 1 Based on the briefs in support of those motions, the oppositions and replies thereto, the parties’ oral arguments, and the supplemental briefs filed in response to recent legislation, the Court finds: 1) that only the individual plaintiffs have standing, and therefore, the Inspector General’s Motion to Dismiss will be granted with respect to the organizational plaintiff; and 2)…
