In this class action, the three named black male plaintiffs alleged racial discrimination in the selection procedures used to recruit Illinois State Highway Police, popularly known as State Troopers. The defendants are six state officials bearing various relationships to the State Police. Alleging violations of 42 U.S.C. §§ 1981, 1983, and 2000e et seq. as well as the Thirteenth and Fourteenth Amendments, plaintiffs sought declaratory, injunctive, and monetary relief.
