The city of Council Bluffs owns its water plant, having acquired it in the year 1911. The plant' is managed and controlled by a board of' three trustees, appointed, as by law provided.. There has been levied and collected, for the operation of said water plant, the statutory five-mill tax each year, and in addition thereto, -the statutory two-mill tax for a sinking fund to retire outstanding bonds.and pay interest thereon. .
