HOWARD, Circuit Judge.
Lisandro Patrick appeals a decision of the United States District Court for the District of Puerto Rico dismissing his peti tion for the return of his child under the Hague Convention on the Civil Aspects of Child Abduction. He also appeals the district court’s order that he post a bond to proceed with the case. We reverse the district court’s dismissal of his petition and vacate the order imposing a bond.
