Petitioner George M. McCune filed a complaint with the Public Service Commission (“the Commission”) contending that Mountain Bell Telephone (“Mountain Bell”) had exceeded its lawful authority under the applicable filed tariff when, in an attempt to collect an unpaid business partnership debt for telephone service, it first transferred the amount of the debt directly to one general partner’s residence service account and later to another general partner’s individual business account without having first sought satisfaction of the debt from the partnership’s assets.
