Bell Electric Company (Bell Electric) and Western National Mutual Insurance Company (Western National) appeal from a decision of the Workers’ Compensation Court of Appeals affirming a denial by the compensation judge of their claim for reimbursement under Minnesota’s second injury law, Minn.Stat. § 176.131 (1982), for workers’ compensation benefits paid to employee Douglas Berends. The issue is whether Bell Electric and Western National complied with the registration provisions of section 176.131 so as to be entitled to second-injury reimbursement.
