This case was commenced by General Telephone Company of the Southwest in May of 1985 before the Arkansas Public Service Commission seeking $4,600,000.00 to $6,410,615.00 in additional revenues, which would increase basic local rates by 39 % to 56 %. The Company requested that the appellee authorize rates sufficient to achieve a return on equity of 16.25 % and an overall rate of return on rate base of 11.37%.
