SMITH, Judge.

Lori Cooney petitions for review of an order of the Workers’ Compensation Appeal Board (Board) that vacated in part a decision by a Workers’ Compensation Judge (WCJ) granting Cooney’s petitions to set aside a final receipt and to join St. Joseph’s Center (St. Joseph’s) and the *1048State Workmen’s Insurance Fund (SWIF). Cooney contends that the Board erred as a matter of law in determining that her petition to set aside the final receipt was time barred by the three-year statute of limitations and that the Board erred in affirming the WCJ’s decision not to award attorney’s fees to her.
