BROWN, J., dissenting; ALLEN, J., concurring in the dissenting opinion. Chapter 115, Public-Local Laws 1911, entitled "An act to provide a better system for working and keeping up the public roads of Macon County," is a substitute for the former system of working the roads in that county.
