MEMORANDUM OPINION AND ORDER

HADEN, Chief Judge.

On May 8, 1995 this matter came on for trial to the Court. Following the presentation of evidence, the Court took the case under advisement and it is now ripe for adjudication. 1

Plaintiffs brought this action pursuant to the Federal Tort Claims Act, 28 U.S.C. §§ 1346 (1992) 2 and 2671, et seq. (1988). Plaintiff previously filed an administrative tort claim with the United States Department of Veterans Affairs contending the Government negligently failed to diagnose and treat plaintiff Rodney S.
