Plaintiffs Wal-Mat Stores, Inc., Wal-Mart Puerto Rico, Inc., and Supermerca-dos Amigo, Inc. filed this suit on December 6, 2002, under 42 U.S.C. § 1983, for violations of their rights under the Commerce Clause, the Equal Protection Clause, and the Due Process Clause. (Pls.’ Compl., Docket No. 1).
