Our opinion and judgment issued , on February 26, 2016, are withdrawn, and the following opinion is substituted. The Dental Groups’ motion for rehearing is denied.
The State initiated an enforcement action against the Dental Groups under the Texas Medicaid Fraud Prevention Act alleging that the Dental Groups engaged in various unlawful acts and seeking to impose civil penalties.
