Pending before the court is the motion for partial summary judgment as to liability of Tamerlane, Limited (“Tamerlane”), and Park Terrace East, Limited (“Park Terrace East”) (collectively, “plaintiffs”), and defendant’s cross-motion for partial summary judgment as to liability with respect to these two plaintiffs.1 Plaintiffs seek a determination as to the Government’s liability for breach of contractual prepayment rights in connection with loan transactions that they entered into with the Farmer’s Home Administration (“FmHA”) pursuant to Section 515…
