PROST, Circuit Judge.

In this Winstar case, the United States (“the Government”) appeals the United States Court of Federal Claims’ grant of summary judgment holding the Government liable to Plaintiffs Homer J. Holland (“Holland”); Steven Bangert, as co-executor of the estate of Howard It. Ross (“Ross”); and First Bank (collectively, “Plaintiffs”) for breach of contract, as well as the court’s award of $18.6 million in damages to Plaintiff First Bank. First Bank cross-appeals the denial of its request for lost profit damages.
