Plaintiff Paul Wolf (“Wolf’ or “plaintiff’), pro se, brings this action against the Central Intelligence Agency (“CIA”) and Federal Bureau of Investigation (“FBI”) 1 pursuant to the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552 et seq., seeking records related to Jorge Eliécer Gai- tan, a Colombian presidential candidate assassinated on April 9, 1948.
