OPINION
MEROW, Judge.
This matter, before the court on cross-motions for summary judgment, involves a lease between the United States General Services Administration (“GSA”), as lessee, and plaintiff, as lessor, for space in plaintiff’s building located in Seattle, Washington. The lease requires the government to “pay additional rent for its share of increases in real estate taxes” levied on the building.
