In the years prior to 1997, Jerry Blevins, an attorney, maintained an office on the second floor of the Bell Building in Montgomery. That building is owned by W.F. Barnes Corporation; Frank Barnes is the president of W.F. Barnes Corporation (the corporation and Mr. Barnes will be referred to collectively as "Barnes").
