WALD, Circuit Judge:

The question before the court is whether the district court has jurisdiction over an action challenging a decision of the Veterans’ Administration (the “VA”) which imposed a set-off of an alleged debt against a veteran’s widow’s life insurance benefits. The “debt” was the result of a VA decision which declared forfeit her VA pension benefits on the basis of a purported fraud. We conclude that the district court erred in concluding that it lacked jurisdiction to determine whether the setoff was proper, and remand for…
