Pending is plaintiffs’ motion to remand. Pursuant to 28 U.S.C. § 636(b), this mo tion was referred to United States Magistrate Judge Earl S. Hines for conclusions of law and recommendation for disposition. On March 9, 1999, the magistrate judge issued a report recommending that plaintiffs’ motion to remand be granted for lack of subject matter jurisdiction.
