On February 19, 1975, petitioner was convicted in the Municipal Court for the Central Orange County Judicial District of a violation of Welfare and Institutions Code section 11482, which proscribes among other things the knowing failure to disclose a material fact in order to obtain aid under the aid to families with dependent children program (hereafter referred to as the AFDC program).
