This case comes before the Court on the petitioner’s Motion for Review of Special Master Richard B. Abell’s Dismissal Order, Black v. Secretary of Dep’t of Health & Human Servs., No. 90-3195V, 1995 WL 39354 (Fed.Cl.Spec.Mstr.
