BRYSON, Circuit Judge.
These three Consolidated appeals call on us to interpret a provision of the National Childhood Vaccine Injury Act of 1986, 42 U.S.C. §§ 300aa-l to 300aa-34. The Act provides that persons who suffer injuries related to the administration of certain vaccines may qualify for participation in the Act’s compensation program.
