I. Nature of the Case

Robert Arambarri (“Arambarri”) was Regional Director of Region VI with the Idaho Department of Health and Welfare (“the Department”). In this capacity, he was a non-classified, at-will employee serving at the pleasure of the Director of the Department (“the Director”). Due to budget reductions, four of the seven regional director positions, which included Arambam’s position, were eliminated by the Director.
