Plaintiff-appellant Lazaro Flores (Flores) was denied Supplement Security Income (SSI) disability benefits. He brought this civil action against Louis W. Sullivan, Secretary of Health and Human Services (Secretary), challenging that denial. The district court granted summary judgment for the Secretary on the ground that the complaint was not timely filed within sixty days of Flores’ receipt of notice of the denial of benefits.
