Robert P. Kinash has suffered from ailments affecting his hands, experienced pain and discomfort in his feet, and lost the ability to hear high frequencies. He filed an initial request for disability benefits under Title II of the Social’ Security Act on May 11, 1981, alleging that he became disabled on June 1, 1979. The Commissioner denied that application, and Kinash did not seek a timely judicial review. On December 20, 1989,’ Ki-nash filed a second application for social security disability benefits.
