FELDMAN, Justice.
On July 1, 1977 Pima County discharged Forrest Fleming (plaintiff) from employment as an automotive service supervisor. Fleming first sought administrative review of his discharge; dismissal of those proceedings was judicially approved. 1 He also brought the case at bench seeking reinstatement to his position and damages for wrongful discharge. The trial court made a specific finding that the discharge had been made as “a pretext to avoid the merit system” and ordered relief, including reinstatement, back pay, prejudgment interest and attorney’s fees.
