Petitioners seek a writ of mandate directing the Secretary of State to refrain from placing the “Insurance Reform and Consumer Protection Act of 1988” (the initiative) on the November 1988 general election ballot. Real parties in interest, Insurance Consumer Action Network, Inc. and Steven Miller (collectively, ICAN) are, respectively, the primary supporter and proponent of the initiative.
