On January 31, 1984, I entered findings of fact, an opinion, and an order enjoining defendants from taking any further action toward constructing a new ELF facility in Marquette County, Michigan, upgrading the existing ELF facility in Wisconsin, or supplying submarines with ELF receivers until they have complied with the requirements of the National Environmental Policy Act, 578 F.Supp. 1327.
