In the year 2000 the Legislature enacted a comprehensive upgraded scheme for the coordinated delivery of emergency medical services (EMS) throughout the Commonwealth (the statute or EMS 2000).3 It designated the Department of Public Health as the “lead agency” for implementation of that effort.
