Plaintiff John Doe brought due process and ex post facto claims against the defendants, all of whom were officials with the New York State Division of Parole during the relevant time. Doe’s claims were based on the imposition of the requirement that Doe, as a convicted sex offender, secure an approved residence before his conditional release from prison.
