In April 1996, Mitchell Kalwasinski, proceeding pro se, brought an action pursuant to 42 U.S.C. § 1983, charging several officials and employees of the New York State Department of Correctional Services (“DOCS”) at the Southport Correctional Facility (“Southport”)1 with various violations of his constitutional rights.
