MEMORANDUM

CALDWELL, District Judge.

We are considering the plaintiffs motion for a preliminary injunction and the defendants’ motion to dismiss. The plaintiff, Philip Valenti, filed this civil rights action alleging that the defendants are violating his right to equal protection under the fourteenth amendment and his rights under the first amendment to freedom of speech and freedom of association.
