In her Second Amended Complaint, the plaintiff, Patricia Fry, alleges that the defendants deprived her of her constitutional rights in violation of 42 U.S.C. § 1983. Section 1983 provides a cause of action against any person who, under color of state law, deprives another of their federal rights, privileges or immunities. See 42 U.S.C. § 1983.
