The City of Pittsburgh (City), Peter Flaherty, Robert Colville, Albert Mills, and John Doe (appellants) appeal from an order of the Court of Common *492Pleas of Allegheny County which sustained preliminary objections in the nature of a demurrer to the appellants’ amended counterclaim.
