This case is before us on petition for review from the Arkansas Court of Appeals, pursuant to Ark. Sup. Ct. R. l~2(e). Vernon Woodall appealed the Workers’ Compensation Commission’s denial of benefits to him, arguing on appeal that (1) there is no substantial evidence to support the Commission’s decision and (2) the fact that appellant’s co-worker was not injured is not evidence of appellant’s impairment. The Court of Appeals agreed with appellant’s arguments and reversed and remanded for an award of benefits in Woodall v. Hunnicutt Constr., 67 Ark. App. 196,…
