The defendant, City of Allentown, undertook the major project of constructing a sanitary filtration plant on Kline’s Island in the Lehigh River. The filling of the projected concrete beds necessitated by the project required one hundred and ten thousand tons of crushed stone. Pursuant to due couneilmanic action, sealed proposals for this stone were called for by publication in February and March, 1930.
