This is an appeal by the Statewide Telephone Users Committee (“STUC”) and the Public Utilities Division of the Department of Regulatory Agencies (“PUD”) from Decision and Order No. 4983 of the Public Utilities Commission of the State of Hawaii (“PUC”) which granted the Hawaiian Telephone Company (“HTC”) its requested intrastate telephone rate increase of $10,655,000 per year, effective February 1,1978.
