HAMILTON, District Judge.

This is an action against the United States of America pursuant to the Federal Tort Claims Act, 28 U.S.C. §§ 1346(b) and 2671-2680, and the Fifth, Sixth, and Eighth Amendments to the Constitution of the United States.
